Formatting SD card to DOS FAT 16?

I accidentally reformatted my Sandisk SD card for my camera. Is there anyway to format it back to DOS FAT 16? I tried doing it in my camera and it didn't work.

Why FAT16? Why not FAT32. And Disk Utility should be able to do it.

FAT 16 because thats what my camera takes. Disk utility doesn't have this option.
