What are these and why does it say I cannot access these?

I don't know but they could have been deleted, or are simply restricted forums.

In ancient times (the 20th century) arn created many forums that are no longer used. We don't reuse the forum numbers, so that leaves gaps in the sequence.
Is there a Wiki for this thread so I can understand what the hell it's about?
All forums have an id, for example Site and Forum Feedback is 66 as shown by the URL
