It is for T-Mobile via the IUP. But here is the rub. I'm on AT&T.

Can I still purchase it via IUP and pay the monthly fee and use it on AT&T? OR do I have to have an actual T-Mobile plan?

Will I have to purchase the phone outright to use on AT&T?

I would pass. The best "carrier" iPhone to get right now is the Verizon phone, as it is unlocked. There are several threads about this, I would read them before purchasing a T-Mobile phone when you don't use T-Mobile.
 
You would need to have the phone unlocked to use it on AT&T, so it would have to be paid in full... I don't think Apple is doing that currently but I'm not sure.
 
I thought all phones on Apples purchase plan were unlocked from day 1. The only issue I see is if they check if you're really a customer and if not then they'd stop you from buying it.
 
He has to activate on a phone number. Once it's activated on that carrier all you have to do is use a sim from a different carrier and it would work perfectly. Did that a couple of times last year with the 6s+. Of course it supported both cdma and GSM though.

I suppose if he wants to pay for a number temporarily with another carrier, be it a regular line that's cut short or prepaid (if prepaid works) then yes, I acknowledge that works. It's extra work. Not everyone wants the hassle.

They are all unlocked. The Verizon is just a world phone because of CDMA. But regardless, they all come unlocked via IUP.
 
Just back from picking up the phone.

Wound up having to buy it outright. Happy to finally have the phone I wanted.
