Guess finding out of it works/is locked would require purchasing a charger?Screens are $115-$160 depending on the size.. I'd find out if it even works or activation locked before trying to fix it..

To be honest, I‘d take it to a lost and found office for example.What would you suggest?

Or you could borrow one from someone who has an Apple watch. If the watch is still on the owners "find my" list you may get an email that you could contact the owner and see if he wants the watch back or maybe he doesn't want it anymore and will remove the activation lock for you. Will not charge/power on and nothing shows up on the screen. Not sure if the initial picture did the extent of the screen damage justice. Removed the screen (which collapsed into 3 pieces) to see if there was a visible serial number or identifier inside.

My mistake. I thought the printing on the right-hand side of the picture was the serial number (I know the original watch "series 0" had its serial number there). I played with the contrast and brightness on your picture and could see it instead said "GPS - WR 50m" or something similar.There’s no serial number on the back, as you can see in the picture in the first post.
