Foundation Models CLI no longer offers option to use Foundation Model on Private Cloud Compute in Beta 7

In macOS 27 Beta 7, the option to use the Apple Foundation Model on Private Cloud Compute has been removed from the Apple Foundation Models CLI. Now, the fm CLI can only use the on-device Apple Foundation Model.
