What free board is there to write notes on a iPad Pro that I want to include in my blog as a jpg ?
 
He basically wants to be able to write a note with like an Apple Pencil and be able to choose to save it as JPG (screenshots are PNGs and take up too much space/bandwidth).
What bandwidth limit for screen shots in 2021 are you referring to? Yes, JPEGs will allow smaller files, but even if we forget quality issues when having large monochrome areas, getting JPEG out of your screen shot PNG is just a ShortCut away. 😀

He wants to upload the image to a blog.

And yeah, you could use Shortcuts. You could directly use the Markup action on an empty text action and have another one with settings to save the JPG in the quality you want. Has to be an iPad app doing something like this better already though.
 
My main intent is to write some math / computer equations using a pencil and somehow export them as JPG or webp which I will use to upload to a blog as an image.
I also thought of a video export like those we see on tutorials etc. Maybe 5-10 min max.

Adobe Sketch & Concepts look good for drawing.

Apples Pages offers all this. It even allows to use MathML or LaTeX-commands to do high quality formulas (depending how good your handwriting is 😎). And then there is a specialised app for that 🤓

Recording on screen videos is an iPadOS function. AutoDesk Sketchbook allows to easily record the lapses.

I think he is looking for a note taking app to save pages he wants and post it to his web site or blog.
