Thanks for the tip, I followed your advice and for the love of Jobs it worked! A dummy event with two locations and Travel Time did the trick - my Current Location and my downtown office. The "window" of time seems to be about an hour or so before needing to depart - I moved an event about a 30-minute period sooner then later, a 90-minute anticipated departure (depending on traffic) and the notification message disappeared while a 45-65 minute anticipated departure and the notification message reappeared.

FWIW, I had cleared out my Frequent Locations before all of this. Also, I got much faster location fixes on wifi FWIW. So, nice find and thanks for relaying this. I will still stick with ETA, which doesn't rely on calendar events - the two of them working together will get me where I need to go, on time - just in time for a trip to and around Seattle! Cheers!

As of now it's still not working for me. I'll give it another few days then try the trick above. Nothing to lose.

If you reset all settings you need to re-pair your Bluetooth devices to get the music suggestion to work

Can someone tell me what settings you need enabled in Location services?

I've got Frequent Locations enabled. Is there anything else specific I need? I like to keep these settings light as possible to save battery, but this is a feature I could do with.

Oddly, I only have one location listed under Frequent Locations as it stands.

    FYI:
Mine is not working again (the frequent locations/automatic one).
I'm hoping another week will do it.

    I'll keep everyone posted.

As of late 13th / early 14th my travel notifications started working again. Sort of. They've popped up about 50% of the time I'd expect them to so far, but that's better than the 0% it was before so it's improving.

Mine don't either. Wondering if it has something to do with my flexible schedule. I can get to work anytime between 7:30-8:30 and then leave 8 hours later. So my time leaving and coming back home is always changing. Maybe this is why my frequent locations still haven't showed up, its confused lol?

I have to say though that as much as it's annoying me by not working, it's not really a lot of use when it does work. I know there's a lot of arguments about privacy etc but getting in my car and having Proactive tell me "traffic is unusually heavy right now, it will take you about 1 hour to drive to work" isn't worth a whole lot if I've only allowed myself my usual half hour. Why can't Siri notify me earlier with something like "traffic is unusually heavy tonight, allow extra time for your journey to work. Would you like to open Apple Maps to view the traffic?"

All of the data required for this - the time my phone usually leaves "home", the fact that I go to a particular place regularly at a certain time - is on my phone, and there's an always on Internet connection. I see no reason why the phone isn't able, let's say from an hour or two before my usual departure time, to regularly poll the traffic info and if it would take me longer than usual let me know this before it's too late to do anything about it other than be late for work. But, maybe that's just me.

I had this problem too. I think I solved by setting my contact card in Siri, which was undone by the restore. (Which was likely a MDM lockdown thing for me.)

Mine is working great now. It just took time and patience. After you check that the settings are correct it takes two to three weeks to get going.
