fresh download did public beta 1

Hello,
I have created a new apple id and joined the beta and downloaded the el capitan from app store, written it to a usb and done a fresh install. Now I got an update named El Capitan Beta 2. How come I can have this update on a fresh install just one day ago?

As others stated, all future updates are delta updates. No official full installer unless the first beta.

Public Beta 4 has just been released. Unfortunately I don't think you can clean install PB4, so you will have to download and install each update.
