When iOS 15 is released later today I want to do a fresh install since I’ve only done upgrades since iOS 12. Once iOS is officially released can I use the Rest all Content and Settings option to do a fresh install of iOS 15? I’m trying to avoid having to upgrade first before doing a fresh install.

I did not think there was such a thing as a fresh install, you download the software and then it installs, enlighten me please.
 
If you really want to do a clean install you could do the following.

BACKUP your setting with iCloud and then put your phone in to DFU mode and restore iOS15 that way.

You can then set your phone up as a new iPhone or restore from a backup (of your current iCloud backup)

The erase and reset won't update the software, it will just wipe and reset whatever iteration that you are using. If you want to fully wipe to 15, use a computer, easiest way to do it, you use the "Restore" option in either Finder or Itunes.
 
I just did a true fresh install. It is really a WIPE and fresh setup. My 4-year-old iPad Pro had a good battery (replaced a year ago,) but it was dead by mid-afternoon.
  1. I did a listing of all 400+ apps (it's a 512GB system) using Apple Configurator 2 export. This is just if I want to jog my mind on something that did something useful before.
  2. I did an "Erase of all contents and settings."
  3. I set it up fresh with just the apps that were needed.
I am now at 60% remaining by end of day.
You can do this house cleaning in conjunction with a system update.

I deleted the beta profile so as I could update to the pubic iOS . I thought this would work but it looks like I have updated to a beta version as private relay still beta .

Private Relay is a beta feature in the public release. There’s front page article confirming this recently
 
Y’all mean on your existing device or a new one.
Is getting a new iPhone and setting up from back up still a fresh iOS 15 install
