Fresh install on Monterey on APFS Encrypted?

I am trying to do a clean install of Monterey on my M1 mini. Is there a way to do it without a usb drive? Or must I install big sur. upgrade to Monterey then fresh install monterey?

I’ve erased my disk, and tried to install on APFS Encrypted but it isn’t letting me. Is this normal?

Install on regular AFPS then use FileVault to encrypt.
