Fresh iPhone 11 Can't Display Maps

I've just set up my iPhone 11 Pro Max from fresh, but for some reason "Maps" and "Find My" displays no maps, only a grid. I've checked location services is enabled. It shows my location as a blue dot.

I installed Google Maps which works fines.

Any ideas what I'm missing?

Overnight it seems to have fixed itself. A notification from Maps appeared saying Maps are now available in my country (Sweden), then everything is working.
