I think from what i read they introduced it for the 6 6plus 6s 6s plus and SE, they will be rolling it out to the 7 series soon. Not sure if they mentioned anything about earlier models. They will be slow by themselves quite happily haha, so Apple wont need to intervene.

Nope it only affects iPhones with iOS 10.x.x and up. Your 4s last iOS support version is 9.3.5. Correct me if I’m wrong.
