Front side USB transfer rate reduced

Not sure what I did to cause this, but all of sudden the front side USB ports have reduced transfer rates.

What can cause this issue all of sudden?

Can I answer a good question by asking a stupid one? How do you know the transfer rate was reduced? And the only thing I can think of here is that is it possible you're using the rear ones currently and it's drawing too much power?
