Frustrated when moving an app

I'm having a frustrating issue when I'm trying to move an app. For example, in a folder, I'm trying to move an app from the 3rd page within the folder to the first page. However, when I drag the app, it "captures" other apps and other apps are dragged in, even though I didn't have any intention to drag multiple apps; only that one app. Is this a bug or the way it is within iOS 26?

Pretty sure nothing changed in iOS26, but it can be very frustrating. I always get there eventually.
