For some reason my iPad displays a fully charged icon at 92%.
Does that mean it has lost 8% of it's capacity after just a couple of months?

Don't think that's normal under any circumstances.

On a related topic: does Apple have a similar policy for the iPad, as they have for the iPhone, that allows you to pay a fixed amount for a battery replacement?

From the Apple Note on iPad battery maintenance:

For proper reporting of the battery’s state of charge, be sure to go through at least one charge cycle per month (charging the battery to 100% and then completely running it down).

For the whole note see: http://www.apple.com/batteries/ipad.html

Mine did this today as well. I just rebooted it and plugged it in and it charged to 100%.
