I have a newly purchased 13 '' MacBook Air 2015, and now the function keys that must control the volume up / down / silence and brightness do not work.
When I press any of them, I get an error sound and nothing happens. Things I've tried:

-Mark / unmark "use the F1, F2, etc. keys as standard function keys". Even when checked, pressing 'fn' and the function key does not work.
-Display the shortcut keys for the Mission Control (when it is activated, the F10 key will show the desktop)
-Zapping PRAM
- Beginning in safe mode
-Restate OSX keyboard shortcut settings to default
- External monitor unplugged and mouse.
-Reset SMC
-Proved external keyboard and same behavior

All software / OS updates are installed
Running OSX Mojave 10.14.4

I would appreciate any help!

If this unit is brand new, take it back to the vendor if possible.

Has it always behaved this way?

Have you tried a clean install of the OS?

It is a used United of 2015, but very new state.
Attempt to format from 0 and reinstall
 
A clean installation of OSX was successful and the function keys still don't work?

Do the function keys on an external keyboard work after a clean installation?
they still do not work after a clean installation and after everything said in em first post. on external keyboard does exactly the same as on the macbook keyboard
 
I'm at a total loss as to why this would be happening.

If the internal keyboard's function keys weren't working, I would not have expected this to prevent an external keyboard's function keys from behaving the same way.

I would disconnect the internal keyboard but not the trackpad and then try the external keyboard.

I thought the same, to try and fail also with external keyboard.
The strange thing is that from f1 to f12 they work well in everything except the predefined functions.
I do not know what else to do, on the 16th I'll go to the apple store, to see what they say

I don’t understand what you mean. Each of those keys has only one function. Are you saying they perform as F-keys? If so, you must hold down the Fn key in the lower left corner to get the system functions.

No, what I'm saying is that the keys f1 to f12 work normally in programs like office or photoshop.
But they do not work as function keys as I explained above

I visited apple store and commented that I had done everything that was recommended and that I thought I had to do a keyboard mapping and in 5 minutes working !!!

Exactly this has happened to my 2015 MacBook Pro. Did you perform a "Keyboard mapping" and if so how?
