g5 10.3.9 problems: now-Tiger or Leopard?

My G5 was fine till kernal panics.
So I did a clean install
Then my tiger wouldn't load.
I tried and tried, did system checks etc. No more kernal panics but now I cannot use my printer and any websites that use shockwave or download.
My kids cannot do their homework, it's maddening.

I am going to try and replace the os system. Some say leopard runs slow on a g5. any suggestions?

Shockwave -> flash
Printer: google "printer model driver"

Believe me I have. The software updates just has things like iphoto. I cannot even look at text edit or itunes.
They'll start bouncing then stop
