Not sure if they made a mistake, but on the usual mammoth giveaway they do each show they are giving away a New Apple TV as soon as it's released (and the mentioned the new iPads - though only by name).

Have I missed an announcement?

Nah, they mean 'new' in the same way you can buy a 'new' 13" non-retina MacBook Pro from Apple. Brand-new (unopened, current release) product -- not so much latest gen internals.

It was announced as new 'as soon as it is available'

They've been giving the Apple TV 3 as part of the prize package since it was released.
