If I am connected to a WiFi network, the cellular radio does not turn off; is there a setting somewhere to fix this? As it stands now, the battery drain is enormous 🙁

Not sure what you mean, but isn't your cellular radio supposed to stay on while connected to WiFi? Or else, how would you make or receive calls? Or do you mean, your mobile data stays on? In which case, you may not really be connected to WiFi. Do you see the WiFi symbol next to the clock in the notification bar? There's also Download Booster on some versions. It runs WiFi and mobile data together.
