Over the last couple of years I've had some favorite games stop working on the latest MAC's due to support for 32 bit programs being dropped. Little while ago I found out about Bazzite Linux and installed it on my 2013 Mac Pro (trashcan) and Steam is intergraded with it and it still runs the 32 bit stuff. 11th Hour, Atlantic Fleet, Doom, Doom2, and Doom3 all run near perfectly.

Or you could create a new volume, reinstall Mojave and Steam on it. Reboot into Mojave whenever you want to 32-bit game.

You can have multiple macOS versions installed at the same time. Use the boot selector or Startup Disk to select between them.

For me CachyOS was more easy for gaming. GOG support over Heroic and Steam with one klick installer.

The problem is the GPU limitation. I have Windows 11 on my Trashcan and some older games support Crossfire (Dual GPU) who boost the framerate.

Tried that today Steam kept saying steam needs the internet to update please check your internet connection. My Mac is directly connected to the router

Rebooting needs to die in a fire unless it's for super special purposes. Proxmox.

Can you access the internet in Mojave, say via a browser? If no, then there's a connection issue to sort out. Suggest starting in System Preferences -> Networking, see what it says.

If yes, you might have the wrong Steam version for Mojave. Did you copy it from a later macOS version? Suggest going to steampowered.com and downloading the installer direct from Steam from within Mojave. It should install the right version for Mojave.

I just rebooted into Mojave, and launched Steam. Whenever it hasn't been run in awhile, it downloads an update. But on Mojave, it didn't do an immediate update. Once I got in, manually checking for updates said it was fully updated.

So maybe you need an older version of Steam for Mojave. My working Mojave Steam reports as:

I could easily browse the net with either Safari or Crome while steam couldn't seem to do so. I waited till mojave was finished installing before downloading steam. But I didn't try going directly to steampowered.com
 
For some reason I never could get Steam to recognize the Net so I loaded Monterey and Windows 10 back on and everything is running great. Thinking now of upgrading the trashcan to a 12 core CPU
