genius for apps?

I thought I saw that in the itunes 9 update there would be a genius function for apps. Is this not true? If it is true, how do I access it? Thanks!

It's only available in conjunction with OS 3.1

On your Mac, in iTunes 9 iTunes Store, go to App Store and you will see it. On iPhone, go to App Store and then click Genius under featured. However, this requires OS 3.1

I updated to 3.1 - so can I only get it on my phone, and not on my computer in itunes?

I'm on a PC, and maybe I'm missing it, but when I go to itunes store, I don't see it.
