A normal laptop with Linux can't run xcode, so what I really want is an iPad that can run xcode. A 2 in 1 Chromebook can run MS studio code, so it is a big fail that the iPad can't run mac apps like xcode.

I’m confused here. You mentioned a laptop for running Linux and Windows. That’s why I said there are cheaper options for those. If you want to run Xcode, then wouldn’t you be doing that on macOS rather than Windows or Linux?
As to the iPad running macOS, that’s a whole different topic. I kind of agree with you, but I don’t think it’ll ever happen. Maybe a long term macOS and iPadOS will merge into one.
