iPad Get Photos from iPad to Windows 10 PC

I doubt that will work, because the photos are not in the camera roll, so Photos wouldn't see them.

It's been a long time since I've relied a desktop photo program, but I thought Photos also synced albums. I can see albums I created on my iPad in the Photos app on my Macbook - but is that just because of iCloud Photos?

You can install iCloud Photos on a Windows pc. Turn it on on your iPad. Done.

iCloud Photo Library takes up iCloud space, yes. That's why I buy 50GB of space for $0.99 per month.

I had a ridiculously hard time trying to export photos from my friend's iPad to his windows work laptop. Ended up extracting them to my MacBook, then saving the files onto a thumb drive for him.

His photos would not have been uploaded to iCloud yet (not on wifi), so accessing iCloud Photo Library would have been of no help.
