I wouldn't get an iPhone 4S now. It will be so slow now and going forward, you may as well get her a dumb phone as apps will either be slow or will get capped off by iOS limitations. If you are worried about the cost and reliability concerns in the hands of a teenager, I would get her either a iPhone 5 or 5C at least.
