This. I really wish Apple put the phone feature into the cellular mini, then I’ll ditch the iPhone. Been wishing this since the day I got my cellular mini 2.
Wouldn’t it just be easier to use a flip phone with the mini? I don’t see how you could use the mini as a phone without a headset or in speakerphone mode.

I've made VOIP calls on my iPad Mini 2 (with cellular) using speakerphone mode or a headset. But I think that it would look silly putting it up to your ear.

VOIP is one thing, but in real life, actual phone/mobile number, especially in some regions, is still a necessity, especially in areas where coverage for voice is much better than coverage for data.
Yup. I've used them. But it's a bit clumsy fishing them out when they are needed. It's a lot easier to use an iPhone or a flip-phone.

Yup, it's not ideal. One other thing is phone integration in cars. My cars integrate well with my iPhone but I don't think that they can do that with VOIP. Same thing with my watch.
That’s true! Though I seem to see an increasing number of folk on the streets walking around with what looks like white colour twigs stuck in their ears. Sometimes, it looks like they are talking to themselves too.
