getting frustrated

I'm not going to bore you with my story but I need to find, open and alter my
apache httpd.conf cause I get a "access denied" when I try to login to my localhost. where the hell is that file?????

ahhh! thank you. I've seen this path before but I didn't realize where I was supposed to type it. now I know. Everything seem to be in place in there.

I think I may have a file permission issue or a scmod issue.
I cannot access my: ip.ip.ip.ip/~username anymore , I get a "denied"
