getting home screen normal size icons

Sometimes icons show up in expanded view like Notes in the screenshot. How can I get them back to normal view?

That is a widget, not an app icon. If you don't want the widget there, go into jiggly mode by tapping and holding the screen, and then remove it.

Find it in the App Library and drag it to your Home Screen (or drag it from the Dock).
