Getting new iPhone using a non-iPhone eligible line on a family plan?

Does anyone know if it's possible to get a new iPhone fully subsidized using a non-iPhone eligible line on a family plan?

My wife and i have 3GSes on our family plan...I've been made eligible for full discount but her only partial discount...can I use one of my other lines that is eligible to get her a new one and use it with her phone number/sim card?
