How can I get rid of those volume blips when I turn the volume up or down. I really get annoyed by them, I am sensitive to sound, lou reed or nothing. So is it possible?

10.3.9 or Tiger I'm guessing?

I think it's been the same all the way through 10 - can't remember.

System Preferences --> Sound --> Sound Effects (tab) --> uncheck the box.
 
A cool tip is you can also hold shift to mute the sound as you increase the volume.

It must be because I pulled an all night.

It is just hilarious what lack of sleep can do.
