I have set my PB to go to sleep when the computer is inactive for X mins in the system prefs, but when it goes to 'sleep', the screen merely shutdowns (turns black) but the white snooze light doesn't come on. Is this normal?

Yes, it's is normal if one or more apps prevent the PB from doing so. E. g. If you have set your computer to go to sleep after 5 mins and Mail to look for new mail every minute, your PB won't ever go to sleep because it's impossible that it is inactive for 5mins. To make sure if auto sleep works quit all apps and see what happens.
