Getting training materials onto iPad

I have some training materials I would like to load to my iPad for viewing use. The materials are HTML and JPG files and are accessed via a browser. I currently view these using my MacBook.

What is the best way to transfer these to the iPad?

I want these local on the iPad so the can be accessed regardless of internet connection.

I don't think you can view an HTML file locally on the iPad with Safari.

The images you can sync over through iTunes.

There's an app called offline pages. It's a browser, but allows you to save the content to view offline.
