Going abroad - data roaming and GPS..

I'm visiting Amsterdam soon and am very aware of data roaming charges, so it will be off. What I don't understand is GPS. I've been downloading some Amsterdam guide apps (I do everything on my new iphone 🙂 ), and many of them are in 'offline mode' and tout still using a GPS to find stuff/me etc.

Is it the case that the GPS works anywhere, without a data connection? I've tried to search and many of the questions related to the 3g and 3gs so I'm not sure if things have changed.
