Unlocked phones will be available "in November" officially. Reports are that if you buy an off-contract phone now it will not be locked, but if you want that to be officially sanctioned/supported best wait.

3G bands work some places, depends on where "over there".

I always wondered how people sell/ send phones internationally.

Don't you have to declare what's in the box on the Airway bill?
Customs can always tax the recipient at arrival.

What do you guys put down on the custom form when shipping? "cellphone"?

no , they will be available in November.
however if you want to take a chance off-contract phones that appear to be unlocked already can be bought at apple stores, but some have been turned down when they tried

There have been conflicting reports: some people do just that others were turned down by the at&t or Apple rep when trying to purchase one.

There are a couple of threads about the off-contract 4S coming unlocked.

Well i think because of it just being released. But usually you can just walk into the apple store and the ones they sale there are unlocked.
