I'm looking for some decent racing games that I can play with my dad on our iPads. Some of the recommendations I've found online have dozens of in-app purchases and he's not going to be into that (and neither will I). I'm looking for something that can be bought up front or unlocked for a one-time fee (like Horizon Chase, which is unfortunately not multiplayer). By racing I'm referring to cars, motorbikes, etc. No 32-bit apps please; not a worth investing in something I won't be able to use in three months.

This doesn't fit the bill because it is not multiplayer but you may be interested... Feral Interactive are going to release Grid Autosport on iOS (and Android) but the release has been delayed until autumn. I'm really looking forward to this as it is a decent game and no in app purchases. I'm hoping they consider an online option in the future.

A few race apps with multiplayer, 64bit. As far as in-app purchases it's indeed difficult to find an app that doesn't have any and which is recently updated unfortunately.
Here are a few I could find. I love the Reckless Racing games but they do have in-app purchases aside of pay once but I never bought the in-app purchases though.

Reckless Racing 2 - 1,99 dollar - last updated Dec. 15 but does support 64bit, but has a few in-app purchase which you don't need to play the game

Reckless Racing 3 - 3,49 dollar - last updated Nov. '16, has a few in-app purchases which you don't need to play the game

Another option for you is to look at this TouchArcade > paid > racing > this year update list of apps.

Horizon Chase - free, 2.99 in-app to unlock full game - last updated Sept. '16 - seems to have multiplayer option but please check though. They call it 'beat your friends records' so it might not be a live race then.

F1 2016 - 4.99 dollar - last updated Dec'16 - no in-app, not sure though about multiplayer. please check see also this review from MacStories.

Grand Theft Auto: San Andreas - 6.99 dollar - last updated May '17 with 64 bit support, no in-app, not sure though about multiplayer please check. The game is as you probably know not a typical racing game though.

This looks like it might be a good pick. I'm not really into top-down racers, so Reckless Racing does not seem up my alley — but I still might give it a shot.

I've been playing this a lot lately. It ties into Game Center so that you can see your rankings, but it goes no further than that in terms of multiplayer. The Facebook integration is broken.

I just upgraded from an iPad 2, so even though this does not have multiplayer, I'm still interested in seeing how far the hardware can be pushed. I'm likely going to download it.

Good to read you are liking my suggestion and will try a few I guess Rush Rally 2 is the best one out there. I've also bought it yesterday. It works fine on my iPad mini2 and iPhone SE although I didn't like the car sound so I reduced that both other then that the UI is pretty nice. Good point that both Horizon Chase and F1 don't actually have multiplayer.

While looking for a good game without in-app purchases when you posted this I've also noticed that there aren't much recent apps available in that race genre.
