That's more a Facebook thing than an iOS thing. FB is a memory hog and is always refreshing feeds.

It is not just FB though....that was just a specific example I was giving. It happens on a lot of websites.

For me, it has been an issue since day 1. I remember when I got my first iPad and bought something off of eBay. After I confirmed my purchase, my browser crashed and when I opened it back up, it refreshed the page and resulted in a second purchase. I was lucky and the seller cancelled the second one for me.

And at the same time, it is an iOS thing. I have never experienced the same thing happening on a laptop or desktop.
 
Galaxy Note 10.1, android 4.1.2 baked with Touchwiz and running several widgets, apps and the smartwatch application on the background. Still I dont see 1,5gb usage...

There are issues with iOS, hardware and going to 64bit.

I've learned that when Apple has a NEW thing out, don't buy it until the second one comes out. So if you know they're going to 64bit for the first time, avoid it like the plague until the second iteration comes out where they work out the problems.

The problem was made worse by releasing a brand new iOS. I'm sure it isn't just a cosmetic change.

So this is one of the reasons why I'm staying away from any new devices released in 2013. (Except macbooks)

I'll wait a couple of months and get the new thing. I'm sure it'll be optimized much better.

Well to be honest, even with this happening, I still use my iPad mini retina a LOT for web browsing. I silently curse to myself whenever a tab reloads and it does get extremely frustrating from time to time...but like I said it has been happening since iPad 1. I upgraded to iPad 2 and it still happens...I upgraded to iPad mini w/retina and it still happens. It happened on my iPhone 4s, it happens on my iPhone 5s. It is also something that people have complained about since day 1 and nothing has been done to fix it. So my guess is that for most people, it isn't that big of an issue. It definitely hasn't prevented me from buying iPads and recommending them to people. It isn't something that I really expect to be fixed.

Then you go to

Settings - Safari - Open New Tabs in Background and turn that off.

That doesn't really help because then I have to click the back button to go back to the site I was originally on and it refreshes anyway.

Opening tabs in the background is the only reason most things are usable for me. I can just go through and open up all of the tabs I want, then when I am done, I close out of the original site and go through all of the open tabs.

Each of the other tabs reloads but since I am starting from the beginning, it is fine. It is when I am in the middle of a site and go off of it for a second and then go back to it and it refreshes that it bothers me. That behavior is mimicked whether I open a link in a new tab and go back to the previous tab or have to click the back button to get back to where I started.

I am not one of the people complaining about that issue. I looked at your advice and checked my iPad and sure enough my setting was as you recommended. I guess that is why I have not been complaining.
