Since I'm also an android user I already use Google photo to backup my online photo and share across my device

On android I can exclude specific folder from upload and sync, not sure if is possible on iPad

I download some wallpaper and the app saved them in the main album and Google photo add them to my library.

If I try to delete one it says that it will also be deleted on iCloud
 
iCloud Photo library is all or nothing. Deleting the photo from the library will remove them from iCloud as well. However, it should not affect Google Photos, meaning the photo should still be in Google Photos if you have set Google Photos to upload your photos form your iPad.
 
If I disable access to gallery Google photo says that can't be started. Not sure if on setup it ask me if I want to integrate with photo
