Text to non-iMessage contacts does not go to their phone when using "Hey, Siri" and selecting mobile. It goes to their email address. Replying works fine. SMS is on on the phone. Toggled on and off for a few seconds. No change.

Got Apple Watch Series 2. Major Siri/text issue.

Check your default reply settings on the Watch and iPhone. Unsure of why it would select an E-mail address.
All setting are fine. There's got to be a bug in WatchOS because when I turn off iMessage on phone the message gets an error on the watch. Siri seems to be trying to send an iMessage for every text. On phone "send SMS" is turned on as usual.
Being able to text completely hands-free through the watch is one of the reasons that I bought it. It's a major problem.
