Got my first Emergency Alert on VzW iPhone 5

"Government Alerts" is not in Notifications on my VZW iPhone 4, iOS 6.1.3.

Is it on iPhone 5/4G only or restricted to certain areas of the US?

ETA: Looks like Apple hasn't enabled it for iPhone 4 (http://support.apple.com/kb/HT5795) although VZW says it is enabled (http://support.verizonwireless.com/information/wea_devices.html)!

I'm not 100% certain that the path provided is correct.

On my ATT iPhone 5, it is

Settings->Notifications->then scroll to the bottom for "Government Alerts"

From there, you can choose to enable Emergency alerts and AMBER Alerts.
