push notification is not an app, its a feature

.. and you need an Apple approved 'Push Notification Ready' app installed,
before the option will show up on your Settings panel. When it does, it'll be
under 'Carrier'. 😎

It won't be under Carrier. It would be under the Wifi setting on the main section of the Preferences app.
