Yes. But, all you'll see in the maps app is white-ness, unless they're cached. However, you can buy a 3rd party apps that keeps the maps on the hard drive.

Yes it is. GPS works independently of the 3G Data subscription.

I bought the 3G model just for this reason but I didn't know you can download maps. Any recommendations on map apps? Looking for US, good road maps.

It does cache on google, I used it last week with low battery. Turned data off and boom,

Many paid GPS apps have downloadable maps.

It will cache a limited amount of information unless you have map sets loaded on the device. Otherwise at some point you will move outside your cached map

What about not road maps? Like for hiking and stuff. I have Motion X GPS app but am not too impressed. Any other app recommendations?

Navigon works very well and the 3D mode on the iPad is real nice. All stored on your iPad so no data needed.
