GPS Bug?

I'm not sure what's going on but sometimes the GPS on my iPhone 4 will just stay on and once it turns on it will stay on until I go to Settings>Location Services and turn off the whole thing. Even stranger is, when I try to look for a blue arrow for active GPS usage, there is none.🙁

Found the problem. Settings>System Services>Traffic. What does this do? Something like live traffic update as per current location?

Same issue, but for me it's being caused by "Setting time zone" 😕
