i've noticed that after i watch a streaming video or large quicktime video that the performance of animations within the operating system (e.g. the genie effect) deteriorates and becomes choppy. Or when I try to watch multiple streaming videos within the same login, the ones at the end are bad quality and choppy as well. Why is this? Wouldn't the video performance go back to normal when the video ram is unoccupied? Why does a login fix this?

Is there any way to fix this without logging out and logging back in?

it also happens sooner after logging out andf back in than if my mac is restarted
