So currently, you can buy Growl 1.3 off the App Store, however they have not released the source yet or so it appears. How can we developers grab the source to modify it and have it do what we want?

http://growl.info/hg/ haven't been updated since June.
https://code.google.com/p/growl/source/list hasn't been updated since June 2010 however they are using their Google Code page as a bug reporter.

So how can I, a developer, get source code of 1.3?

They said that they're going to release it in time to be in compliance with the BSD license. You just have to wait a while longer.

All I really want is GrowlSafari and HardwareGrowler, the rest can essentially bugger off. But it seems no one but me (a non-dev) gives a damn about GrowlSafari, and I'll end up having to pay $2 for HardwareGrowler updates.

Compliance? I do not know much about licensing, as I use the simplest of all licenses for my code (ISCL) which just says you can use my code for anything as long as my copyright remains and they understand I don't provide warranties.

As for Hardware Growler, I wrote a competitor to it with more than growl support not taking code from growl at all. I read the different APIs to see how I can get notifications for things and made a notification based on hardware/software input. I don't want to advertise it, just mentioning that there is a better alternative to it and if you want it you can PM me or try to find it on github.
