Is there a Jailbreak app to block callers on the iPhone 5? Or even better than that can I have lightning strike the idiot 800 callers that persist in calling me even though I never answer their calls?

Iblacklist will do what you want I think.

Or report them to Do Not Call center.
I have gotten rid of all my solicitors that way.
