Well, it works fine on my computer. Someone refreshing their page will not affect Apple's "counter" because it's on their server. If they refresh their server, then we might see something.
I am skeptical about apple.coms counter. It is an animated gif, so I don't know the accuracy of it. The widget counter always seems to be a couple thousand songs ahead of apple.com's counter.

The widget uses a different, less accurate (AFAICT) data source.
The homepage counter is a fancy bit of JavaScript that is given a number and a rate, and works off of that until you reload when it's given another number and rate.
