Is there any scripts or programs that can monitor a folder and then convert files with predefined conditions?

I use Video Wizard on my PC. You slip in the video set the output and it converts the video to the format you require. Its cheap too at $19.95.

Is this a mac program? Is it a handbrake alternative with built in automation? I did a google search for that program name and just got a bunch of spammy stuff...
