Handbrake latest version have updated presets, so i thought i would compare and see how better there are..

Upon encoding DVD using H.264 "Fast 1080p 30Fps" preset, it went through the 1-pass ok,, but doing the 2-pass, its freezes at just under 50%

Anyone know why that would be ? i'm thinking of trying a different preset.

Mainly these will be for iTunes home sharing on Apple TV 4

Try a different preset (Fast480), you may also have better results if you rip the disk to drive first. Also worth trying another DVD, some commercial DVD's are protected so resist copying. I normally use SuperHQ 1080p as the default profile, with the additional setting of Frame-Rate same as source. RipIT is another option, as the App can both rip disks or create Mp4 files.

Seems to be ok now.... However if i use "Fast 1080p" would this be ok on Apple TV 4?

Looking at the tech's the only issue i found was High Profile on Apple TV 4 is lower than that used by the preset in Handbrake. Would that matter?
 
OP: Have you checked the Preset Drawer>Devices instead of the General in your posted picture?
There is a preset for Apple 1080p60 Surround and a Apple 1080p30 Surround.
