handoff not working both ways on ipad and iphone

since i got a pebble smart watch, my ipad doesn't see what ive been working on. My iphone still picks up my ipads stuff but not the other way around. Would the bluetooth connection of my pebble be messing it up somehow?
 
have you signed out of icloud completely on both devices and set icloud back up on both? worked for me with my mac
