I know handoff must use bluetooth / wifi direct or similar technology but this behavior doesn't seem optimal to me.

When I get home all my IOS devices ding with all the text messages I got throughout the day.

It would seem that other devices are only updated by proximity to the IPhone.

It is also a problem if more than one person shares your iPad since they will get your text messages also.

I guess you could just turn off handoff but you lose the ability to hand off other apps as well?

Sometimes I use my wife's iPad, which is still on iOS 7, and I also saw her text messages. It's a normal behavior if you're using someone else's devices. Nothing to do with Hand Off.
