so when I have my iPhone X in my pocket I don’t quite feel the vibration when I get a phone call or text message(I don’t use voice alerts such as ringtones, I rely on vibration/haptic feedback), i don’t see any “Strength” setting for the vibration in iOS 11 on my iPhone X, does such a setting exist in iOS11?

No it does not.

You CAN set up custom vibration patterns however. I find that a pattern in your pants is easier to detect.
